Generation Housing is proud to endorse the Esmeralda Development proposed by
Esmeralda Land Company at Asti & Kelly Roads in the City of Cloverdale. This planned
development advances Cloverdale’s adopted housing goals and RHNA requirements
through its significant unit count, thoughtful site design, and robust community
engagement process.
Esmeralda Development plans to create approximately 600 new homes on an
underutilized site, located 1.5 miles from downtown Cloverdale and within 1 mile of the
planned Cloverdale SMART Station. These proximities will connect future residents to
transit and local amenities, benefiting both future residents and existing businesses, and
represent a meaningful investment in finally activating the northernmost SMART station.
Generation Housing awarded Esmeralda Development our highest level of support based
on our endorsement criteria, reflecting:
- Significant housing production, with 605 homes representing nearly six times Cloverdale’s above-moderate income RHNA requirement and three times its overall 6th Cycle target
- Intergenerational community design, with approximately 200 homes designed for seniors alongside smaller units for individuals and couples and larger homes for multigenerational families
- Homeownership opportunities
- Environmental stewardship, with restoration of over 100 acres of disturbed oak woodlands and riparian habitat, flood mitigation through site grading, and a pending GreenPoint Rated certification
- Extensive community engagement, including two community meetings, a public Water Board hearing, an upcoming environmental workshop, and ongoing outreach to hundreds of local stakeholders
Esmeralda Development demonstrates how thoughtfully designed housing can transform
an underutilized site into a vibrant, multigenerational community, working towards
ensuring that people who work in and contribute to Cloverdale and the North Bay have a
real opportunity to put down roots locally.
