Larry Florin | Board Member

Larry Florin is the CEO and President of Burbank Housing, one of Generation Housing’s first founding members. For 40 years, Burbank has built, preserved, and managed safe, affordable rental and for-sale homes in the North Bay exclusively for people who have low incomes. Larry is passionate about Burbank’s mission is to build communities and to provide quality affordable housing for the people of Napa and Sonoma County. Larry brings to Generation Housing a wide range of experience in both private and public housing development, government administration, and legislative affairs.

In San Francisco, Larry worked for three Mayoral Administration.  His projects included the conversion of Treasure Island to civilian use, the replacement of the Embarcadero Freeway and the conversion of the Presidio from the military to the National Park Service. Larry was the first Executive Director of the Treasure Island Development Authority, an agency created to manage the redevelopment of Treasure Island. He also served as Deputy Director of the San Francisco Redevelopment Agency and oversaw the conversion of the former Hunters Point Naval Shipyard to civilian reuse. In 1989, after the Loma Prieta earthquake, Larry lead San Francisco’s and FEMA’s collaborative recovery efforts.

Most recently, Larry was the Director of Housing and Government Affairs for Napa County. He also played a critical role in the recovery efforts after the 2012 South Napa earthquake.

Larry’s private sector experience includes serving as Division President for Lennar, a publicly traded national homebuilding company, where he established and ran the operations of urban divisions both in Northern California and in the Northeast. He oversaw the development of over 2,000 units of housing for Lennar. Larry also started his own development company that specialized in repurposing former industrial sites in San Francisco. 

Asked about serving on the Gen H board, Larry offered, “I’m honored — we desperately need to have an organization that will advocate for good projects, bring together stakeholders, develop aligned solutions, and increase affordable housing friendly-policies and funding.”

In his free time, Larry enjoys cycling and skiing, but not at the same time, as he made very clear.
